Finally got around to calibrating my speedo. Turns out the inaccuracy was not linear, that is to say it was less accurate at lower speeds. I only needed to change the value of Y1 from 100% to 97% to make my speedo match the GPS speeds of WAZE and the SPEED App on my phone. My speedo now also matches the radar signs posted along the roadside in my area.

Since the GPS speed and the radar signs tend to agree I guess I have a greater confidence in their accuracy than my car's speedo. Yes 97% alters the speedo readout. At slower speeds my speedo would read 2-4 kph high. After experimenting changing Y1 to 97% pretty much eliminates the deviation and tilts the correction from 0 (Y1) to 250 (Y2). I'm not too concerned about Y3 400kph since I don't have a Bugatti Chiron. lol!

I've tested the fix in PIWIS to adjust for smaller tire sizes (I'm using a 265/35/19 and 305/30/19). To get the correct value I plugged in a 25Hz GPS, ODBII speed reader and set the cruise control to 30mph. Higher speeds would probably be more accurate but there is traffic on the freeway right now.
When at 30mph per cruise control, I observed the speed logged by the GPS and by the ODBII monitor. In this case, they were 28.3 and 28.6 respectively.
I wasn't sure how the "Kennlinie Geschwindigkeitskorrektur: Korrektufaktor Yx" multiplier worked, so I tried 106% initially but that made my speedo faster. (hit 20mph pulling out the driveway) so used 94.33% (28.3mph / 30mph = 0.9433) which resulted in a almost aligned GPS/ODBII/Speedometer reading.
In PIWIS the values you want to change are "Kennlinie Geschwindigkeitskorrektur: Korrektufaktor Yx". I don't know if you have to change Y1, 2 and 3, I tried all 3 and things seem to be fine now but I may update if I run into problems.
*and now I see Socal was just posting about this. I confirm his findings.
