Yes, that is what I'm seeing from these pictures. Although not readily used in most street cars, I have seen them before. It's just another way of guiding more air around the wheels especially the front wheels since the wheel wells create a lot of drag and lift. Cleaning up this air not only helps with reducing lift but it also reduces drag which help with mpg. By adding that additional plastic piece to accelerate more air, it'll reduce lift even more. Again, my guess as to why this is being done is because they needed to balance the front with the additional downforce from the new swan neck rear wing that is also higher up in the airstream.
I thought the NACA ducts on the frunk were purely for the brake ducts. Since no official word has been released, it's anybody's guess right now but I suppose it could also add a little bit of downforce or remove a little bit of lift somehow. PAG and AP must have thought it was worth it to add it on what will be a very low volume car...not limited, just low volume.

The info on the hood is from the GT3RS launch but who know if they work differently as the front end is also different, but as mentioned brake cooling is their main purpose.

Ok...wonder why they don't use them on the Clubsports since those do have the larger wing with swan neck and already got the side windows intakes.

yes. shows you how good they are getting. but still.. 99% there.. there is very very little mystery left.
on Clubsport you can put a big splitter on the front, and lower it to the ground.. on road car you can't. so possibly this is a way to match the front downforce to the big rear wing.
also.. marketing.. makes you want the car for that cool part. i believe that is a big part of a lot of what porsche GT dept does... most cars need to look desirable and "racey" at C&C.
That's a good question and would be best directed towards AP if anybody ever gets the chance to ask him a series of questions. It's possible that the CS doesn't need those because maybe they're making up for the needed front end downforce by adjusting or manipulating the front diffuser. If you go back to the video I posted earlier, AP discussed how on the GT4, if you change the angle of the rear wing, you will also need to remove something from under the front bumper to balance the car. He does mention that if you do that you will achieve more downforce at the expense of drag so with the CS, maybe that's already removed to begin with. Again, I don't know for certain but entertaining your question with some thoughts and guesses.

Well, guys.. I know this may sound silly.. but any chance a track focused car like this will be available w/ 18 way seats?

Same reason some people spec them on the GT3 RS. Because they’re going to drive them on the street.

The new fatter air curtain venting in the GT4rs mules are likely a more recent design since the original CS cars were designed. Unlike the CS cars where the side window intakes are an option, every GT4rs will have them and maybe that allows the design team to be more aggressive with the air flow along the side of the car without having to worry about aits for cars that may not have the side window intakes. Total speculation of course, maybe they just think they look cool
