I'm eventually looking for a 997.2 C2S, C4S, or GTS with PDK, and have heard that the first year PDK was not the best. Does this mean that after the first year it was improved, or do people really mean that it was improved under the 991 iteration?

I think the enhancements were SW, not mechanical. I've never been able to find any info on equipment changes. If that's the case, the improvements are attainable through a flash, which the dealer will perform if you say there's an issue. I have an 09 pdk and recently got the sport SW installed, and it's the best auto I have ever driven hands down. It's almost psychic in sport mode.

This car was clearly driven in an area where rocks being thrown up by other vehicles are common, and it might have uneven ground. Not a problem as such as the rock chips are visible and control arms replaced. I would carefully test drive it to see whether there is anything else feeling loose in the suspension. Fixing vibrations or other shimmies can be really annoying. Still, I don't see anything there that would not make it a great buy.

I generally don't like random software upgrading when I do not get a detailed changelog (not just "bugs fixed", duh), and when I cannot be sure about what amount of software for what amount of subsystems was updated (much less changelog thereof).
Heck, in most cars you cannot even see which software version is currently active for which subsystem.

Checking my notes. It is possible the PDK hardware revisions are related to models, not time (see below). Still, it is hard to believe that made the same transmission for 7 years without randomly messing with details. Especially for something as complex as a dual clutch transmission.

I am a little worried about this one's maintenance though. Nothing on the Carfax since 2015. It could have been DIY but it doesn't quite jive with the previous history of the last owner. Maybe it turned into a garage queen and sat for a while before it was sold. The only other major work was the water pump & gasket. Otherwise okay.
