Using a correction value of 15% 400 whp equals ~470 hp fwhp.
I have an EVOMS Stage 2 Hammer tune (K16s with a Europipe), and according to EVOMS it produces something around 520 fwhp. I've never dynoed my car (and have no intention to) but I believe EVOMS arrived at their number through dyno evaluation.

I believe some dynos habitually report numbers that are higher than other dynos.

Yes, that is very accurate - Dynojet is different than Mustang which is different than DynoPak, but, not outrageously so. I believe there are conversion formulae to bring it back to industry standard, Dynojet.

from the later comments it seems marek's tune and billet turbo's would run and be tuned for 1.2. so, perhaps you lucked out!
is your rev limiter raised to 7200 or do you hit the limiter at 6800? that also would be a clue.
in other news today. i learned that my never ending saga of "pre-registration" smog tests are NO LONGER REQUIRED on either of my turbo assisted cars!
