OP, I see you're in Colorado. Which dealer were you using? Was thinking about calling a couple of the ones in the Denver area to get their input, but didn't want to cover the same ground you have.

The states that follow California emissions standards are Colorado, Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New Mexico, New York, Oregon, Pennsylvania, Rhode Island, Vermont, and Washington, as well as the District of Columbia. (Lexisnexis.com - Nov 4, 2019).

So with the limited info we have, a good "guess" would be something Emissions Related, yet limited to the higher standards followed by the states listed above..

A friend of mine ask me a question on used cars i did not know the answer to. If you have purchased a car used, and do not have it serviced at a dealer is there a way to register your ownership with the mfg. for recalls, etc? I'm guessing if you service it at a dealer they log you into the vin of the car, but wasn't actually certain on that as well. Probably on a major recall the feds require a vin search by the mfg i'm guessing with all license bureau authorities in places where the cars are sold?

Yes. Call PCNA and give your name. 800-767-7243
Also, load the free MyCarFax app on your smart phone. Set-up your car's VIN. That will alert you of any recalls (safety). But, not service campaigns.
