3,058 Lbs (1,390 Kg) is probably a dry weight. But hopefully not.
None of the rest of the info is new. 500hp? Not 515, 520, 530? RWS? Lightweight battery?

What could be an intermediate step between a 3.8 9A1 GT3 motor and future "all turbo flat six except GT3"? All new outing = just 4.0? Or more to it? A big drop over the GT3 in Ring lap times is going to need more than down force and 200cc?

Yeah, intermediate step doesn't make sense. Not surprising on the 911 switch to Turbos, but still very tough to see them keeping a different engine for the GT3 only.
EDIT: More exciting news is that PTS is back on the config website for 911s - maybe there is hope for the RS yet.

I have heard that the real "Turbo" and GT2 (if one) would also share the GT3/RS dry sump engine (but add turbocharging), so that the Carrera and Turbo would not share the same motor (just like in the old days of the M96/M97 Carrera motors while the Turbo and GT3 used Mezger).

Just speculation on my part, I think, the chance are something is being lost in translation and he is just talking about 4L version of GT3 unit.
Top Gear is also now quoting Hatz saying something to same effect:
He had earlier explained that the new 911 GT3 RS, which will be launched in March at the Geneva show, features an all-new very powerful naturally aspirated engine. A version of that engine, with turbos but less power, strangely, will be what's in the facelifted 911s in 2016.

As for PTS, this would not be typical for a new release. However, the RS should be a MY2016 release (so the moratorium on PTS for MY2015 is moot), and maybe the rumoured shake up of the PTS process will now allow for PTS even early on in a product cycle, rather than through an unpredictable window late in the cycle. Hopefully, they've been listening to customers and recognize the immense interest in this option, particularly amongst the most die-hard customers who tend to be early adopters. Plus, given how many owners will be 918 customers, PAG may be bending a few rules for their VIP clientele.

What amazes me is that none of the two interviews had a follow up question to mr Hatz about the "new" engine! New 4.0 or new from 1gt3? Confused!

I assume they weren't real interviews, but rather send your questions in and we'll select the ones we want to respond to.
Maybe it is a new engine all together, perhaps the 9A2, which also lines up with the rumored 992 model name rather than 991.2. Not sure I want to be the beta tester for a new engine given the GT3 issues.

agreed. Im confused too. I doubt those are actual targets given its closeness to the 918's 6:57 time. I think they will strive for something like 7:15 or 10sec quicker than the standard GT3.

Unless they always planned years back to make a separate engine for the RS from the GT3, there is no way they could have developed it that fast. If they decided to change after the two fires, that left only about 8 months of development, production and testing. Seems crazy to me.

1. Product planning is done years in advance.
2. Euro 6 deadline was known about years ago.
3. The 991 RS has been doing significant testing for well over a year - it has been spotted testing more times than any RS before it IMO.
