I could easily get a RS in Dubai. But I am not sure why many would want one for $50k more with a marginal increase in performance. Perhaps speculators in the US. In ROW that would be a waste of time and money. It's not like guys are driving their cars at 100%. Most 997 RS 4.0 guys hardly use their car and keep it for museum purposes only. I say get a gt3 and spank the hell out of it from day one. Money well used.

As if they were going to use those old 785 engines in GT3s and Cup cars? I don't think he could mean "new" in the way you are suggesting. I think as you say he's calling it "brand new" to distance it from the current GT3's issues. Because really, why wouldn't they?
However it could be both "all new" and actually old at the same time: In the Mezger era the RSRs, etc got a bunch of special parts to save weight. Special alternators, special castings for the water system, etc, which in total saved quite a lot of weight. However due to the modular nature of the Mezger the fundamentals remained, and a lot was reused as well.
The 9A1 is modular too, but in a different way:
If one were to try and do something similar on the 9A1 you could use different block castings or machining to save weight, and you could use lightweight ancillaries like the generator, etc- all stuff you'd want in the homologated and raced version.
Realize that currently the GT3 shares major components like the generator with the base Boxster. Thus there is clearly room for improvement if there is money to be spent. However you could change all of those components but still keep the head concept introduced with the GT3, keep the stroke, keep the basic architecture, oil flow, component placement, etc. Would such an engine be "all new"? Was the RSR engine with all of those expensive lightweight bits "all new"?
I guess it is new if you want it to be, which they probably do for the reasons you outline. However it could still be entirely based on the fundamentals and modular sections of the current motor, and hence unneath be largely the same.

If it's not a derivative of the 9a1, which I don't think is the case, think how much shorter the development time was to create a new motor. My money is on it being considered new as a 4.0L. I can't imagine Porsche going through the development of the GT 9A1, and then in less than a years time, coming up with an all new motor. That would be throwing caution to the wind in the design industry.

Whether it is a completely new engine or a 4.0 version of the one in the GT3; I am not worried that the 991 GT3 will be hexed. I am still convinced that this GT3 will be very sought after and praised for years to come. I actually hope the RS engine is different because that would add exclusivity to the 991 GT3. Just my $.02

it is looking more and more probable that Porsche will build a GT4 competition car....

Well Darius. My sources say its the same engine as 991 GT3 (which is "all new" 9A1). Its capacity may now be larger hich perhaps is "new". But actually its just a lost inm translation/marketing thing.
PAG are trying to distance themselves from the 991 GT3 issues which have largely killed their active marketing for that car (notice how little advertising you see for 991 GT3).
Porsche have almost definitely not built and entirely "new" 3rd engine design. Lets wait and see!

mmh..maybe they tell the RS engine is new in way to exclude that is second hand.
i hope in about a month to know the real thing.
