It states original paint but I see overspray on the vin number picture Did they leave the factory like this?

Maybe it’s the lighting under which the picture was taken and it’s a shadow: benefit of doubt given.
Condition of the engine bay is consistent - IMO - for a 22k-mile car that’s done a lot of sitting in a pretty-dry garage.
I’m sure though that the coolant was changed every 3 to 4 years while it was in storage... not.

In many original cars I've seen, that VIN area on the right fender seems very inconsistent from the factory. Almost like they just threw a piece of tape over it, with little precision. I've seen overspray like that from factory, and crooked tape lines. I'm not testifying that this car has not been repainted, just saying I've seen similar sloppiness with paint in that VIN area, on cars that I know were not repainted.

I know this is unsatisfying, but the short answer is, I don't know- what are the comps for a completely restored low miles '89 GT with Greg Brown provenance, a prior theft history but a clean California title? How many completely restored 928s have gone up for auction? I'm not aware of any (though I don't have my finger on the market as well as many here do). So there are no good comps for the car, and BAT seems like the largest serious platform for finding out what it's worth.

I think Rob's '89 GT should get more than Mark's cobalt blue GT with high mileage that was sold for ~$35k on BaT. This car has a much more desirable black/black combo (desired by resellers) with similar level of restoration (by Rob too, right?) but with much lower miles but brand history on carfax. In this soft 928 market since 2018, can't really determine. I would venture a guess of ~$45k or so +/- $5-10k depending on who's NOT AFFECTED by the coronavirus (stocks fell >1000 points today) during the last hour of bidding. If this car was on sale during the same time as the cobalt blue, it would've fetched $50-55+ easily IMHO.
