I have straight pipes-valved side deletes and center delete (but with original cats)
I do cold starts with garage door closed until the air pump kicks in and quiets it down a bit, takes less than 2-3 minutes at most. Vales closed on the side deletes does quiet things a bit-
I doubt there's a way to disable the cold start system, and basically the car would probably have a hard time starting, run lean and all sorts of headaches. Doesn't get much louder than a NA engine with straight pipes unless on top of it you take out the cats

The valves on the 992 are electromechanical and open at cold start, always. The cold start procedure exists to heat the cats as quickly as possible.
You can disable by coding the ECU directly, it's been done and quite common with beemers. Of course that's not as simple as plugging the PIWIS III and making the entry I showed on the post above active.
So, anyone doing coding has seen this situation where one code line always comes with another? Anything you just could not write to the memory? I even tried with the engine running. I know my car is DME is OBD unlocked, but I'm not sure it matters for PIWIS. Theoretically, the dealer techs should be able to fine tune the car using PIWIS, perhaps the coding needs to be there?

I don't know about the 992 but most 911s have a PSE exhaust where the valves on exhaust mufflers open and close when you press the "Sport" mode, whether its a cold start or not-perhaps you're speaking of something else-

On the 997 engines during a cold start, there is an air pump to ensure a clean mixture during the warm up phase. On subsequent cars it might be different, I only have the 997 service manual, so 991 and 992 cars might have something completely different.
And for operating the exhaust valves I have the Carnewel exhaust remote to open and close them at will.

the ability to encode 992 often depends on the piwis version. There are no encodings for 2019-2021 cars in 38.2. For these cars, it is better to encode the blocks via version 40

Fuel injectors are electromechanical valves-and catalytic converters are pretty amazing too-I'll include some screen shots or maybe just upload the After Sales Training manuals on Engine Management Systems. It's truly amazing and quite complex-but there are also some basics in the manual:

I received my clone PIWIS 3 in and have started coding but I cant for the life of me commission (teach) the immobilizer in either version. I have a PPN Login and have downloaded the certificate but it fails as soon as the PIWIS agedly tries to ping the PPN. Ideas?

many of the cloned software has the connection to PPN disabled. Are you using software provided by Porsche directly since you have a ppn login?
