Looking at this thread and other recent ones, the one thing I will cleanly pass on is ever doing PCA racing!
The way people treat each other here is like insecure bullies on a child's playground. There's usually one douchebag at any given track event but they seem to be hyper concentrated here lately. IF some of you find yourself driving on track with me, kindly put a "D" on your back bumper to identify yourselves.

So, from my observation, the main reason folks (both officials and competitors) desire clarity is to reduce the likelihood of car to car contact during competitive racing events. Root cause analysis is your friend. What works? What doesn't?
On another note, just got the latest issue of SportsCar magazine from SCCA and there's a good article by one of the board members seeking to address concerns by competitor members on how to reduce the rising trend of car to car contact in that Club.
A great quote by Sean Hedrick of MiataCage.net, outlining more expedient, earlier intervention, using their existing passing rules, by the officials. A good read.

Actually clarifying the language and intent would have the exact opposite effect. Takes the ambiguity out of the rule and lessens the ability for varied interpretations and enforcements from race to race to race.
