The ebay seller is in Virginia but the car has New York plates. The seller says, "The previous owner spent about $25,000 on the car that includes pinned coolant lines..." Miles are right along with the rest of the description. Doesn't look good for Jared.
As someone who's had my own share of projects gone bad there's no regrets as long as one learns from the experience and moves forward. Hopefully he didn't borrow money for the parts/work as that can sting for quite a while.
Edit: Same plate number as Jared's so it's confirmed. That sucks. Hang in there Jared.

I'm guessing Jared dumped it to this guy in VA who's now looking to resell it and Jared is the Previous Owner being referenced in the ad.

In the OP, Jared mentions that the previous owner welded them. Possible conflation of multiple previous owners mods, given the confusion in the ad itself. Sad to see this project come to an end.
Jared and ebay seller might know each other. Jared has/had a lien on the car, a hurdle to clear for the buyer and sellers.
I can see the car selling for $45k (NADA average trade in) to a first time Porsche buyer hoping to get a "Deal" and no PPI (by a reputable Porsche mech). This scenario does not end well for this type of buyer. Very sad.
If it is in Midlothian (not new York. ebay seller has sold cars not at his location before), it is about 2 hours from me. Tempted to go test drive it for zitz and giggles but then my dna and finger prints are all over the "crime scene."

I knew he would dump the Frankenstein monster on some unsuspecting victim at a loss. Whoever gets it will have nothing but troubles after this hack surgery imho.
I wish that this car was on bring a trailer so you all could add your comments. This VIN is going to go down as a legend until it hits the crusher.

Reason: additional thoughts
At least I learned something from this thread. How not to remove an exhaust system, and what a 997 turbo exhaust system looks like inside. But I do not know if I needed it. At least it was a good laugh.
What do you guys reckon it would take to bring this car back to any kind of working condition? I'm thinking ~20k
Yep, I think that's a good guess, but there's still the question of if you'd get it to run right. All the plexiglass windows would have to go, I'm not certain the roof won't leak, are the parts for the AWD system present or the 9ff RWD conversion box, or both?
It's a Tiptronic though, so may not be worth the potential headaches, even for a low number.

Yep, kinda was considering putting in an offer at [what it might be worth at the end] - [what it would take to get there] and I think those numbers are roughly 40k and maybe even 25-30k. Doubt they'll accept a 15k offer lol.
I think that is fair with a very good Porsche mechanic. But I have a gut feeling when he tore apart the dashboard and got into the various systems, he probably lost or broke many of the fasteners, screws, nuts, bolts, which could very easily introduce new annoying noises, rattles and lose electrical connections.Keeping in mind that the disassembly was chaotic at best, and therefore re-assembly depended on his memory and finding those parts he did not label or could not find after months of disassembly and he seems like the kind of person that felt details were best left to to realm of "who cares?" If you like chasing down strange rattles, weird electrical issues then sure buy it. But personally regardless of the cost savings I would put this in the category of "do not buy" for these reasons. You have no idea what he broke unknowingly or with a who really cares anyways.
Your time and money are too hard earned to waste your weekends and evenings chasing down stupid and annoying problems. You also don't know about abuse like over rev's or harsh treatment of the engine and transmission -- I guess the good news there is it spent most of the time apart, the bad news is god knows if all the parts made it back to where they came from.
