You will probably need to replace the headlights, or perhaps you can find a set of 996.2 headlights with good reflectors and swap the Turbo outer lenses onto them, or perhaps the reflectors can be removed from the headlight without removing the lens and swapped that way.
Thanks for the reply. My repair shop managed to get the car pass the mandatory inspection using the headlights out of my 02 but it was close. I was told next year the lighting requirements will be even higher so I'll need to go with Litronic or LED. That's another reason why Japanese change their cars so often, the inspection rules keep changing.
