The last sentence in that last paragraph seems to indicate you can also purchase it outside of the time of original or CPO vehicle purchase, as long as you are within the manufacturers warranty period (presumably original, and not extended CPO period).
Confirmed. This extended warranty can be bought ANYTIME within the original 4 year warranty time frame. Not only during a purchase.
As far as cost?? Not sure.
My original 4 year was just up this past March. Still have 2yr CPO. I am not eligible to buy this extended warranty.
I don't know the cost of these new PCNA warranties, but my SA did say it's expensive. It is intriguing tho, and could help with resale value. The extra warranty years might be worth it too, especially for guys who track their cars, as long as they can avoid the dreaded mis-shift over-revs on the manual tranny cars.
On the question of a car with 3 owners, my opinion is that shouldn't hurt on a reasonably low mileage car. It's fairly common for one to have one or two owning it for just a short while. I've been retired 28 months and this is my 4th Porsche in retirement. But the first one was a 5 year old Cayenne GTS I bought just to see if I could be without a sports car. So I decided on a sports car (2014 Cayman S). Then I had a health issue, and then a fix, that resulted in my buying the next (Macan Turbo) and this C2S. Some guys just decide it is not their cup of tea and will trade. Some have ton of money and just keep trading to drive something different. This is common for cars at this price level. These are not typical everyday family cars. They are pretty specialized in purpose, altho some people will use them every day for commuting and shopping. Also, sometimes outfits like Carfax will list an extra owner if the car is leased, so u might have to look at dates to see that.
Just found out about this today as well. Dealer quoted $4700 for a 72 month 65000 mile warranty with a $100 deductible- that's 72 months from in service date. $4200 for a $250 deductible. If you bring it to the dealer that you bought the warranty from the $100 deductible is waived. Porsche roadside is also included in the extension. There were lots of options and warranty lengths up to 10 years from in service date!
Note that you can apparently get these warranties through Porsche on other brand cars as well. The manager I spoke with just sold one to an Audi owner and apparently it was cheaper than the same thing from Audi....

Interesting that when I inquired with my dealer as well as another dealer they made no mention of the Porsche warranty. I wonder if Porsche is going to push the dealers away from aftermarket warranties and require them to only sell the Porsche warranty.
As solid as the 991.1's have been, I don't think you're risking much paying out of pocket after a 4yr Manufacturer + 2yr CPO warranty. Anything that does come up usually does early on.
Nice to have? Sure. The odds of it paying out for you over the cost of it? Pretty low in my opinion unless you had a tranny or engine blow out. Both very, very unlikely scenarios.
Quite impressive the 991.1 street Carrera's outshine the 991.1 GT3's in reliability by light years.

Exactly! I have asked a number of Porsche dealers about this and not one has mentioned Porsche warranties. I have specifically asked for a Porsche warranty and they most say they they don't exist. I happened to be looking at a low mileage CPO to trade in my '13 C2 that will be out of warranty in the fall - I mentioned to the salesman that I would keep it if I could get a warranty on it from Porsche and he says "yeah we can do that!"
I recently had the PDK transmission replaced, as well as a faulty front shock and a number of other small items. The warranty is well worth the piece of mind.
