The VIN denotes it is 2017 model year. The “H” is the 2017 tell. A is 2010,B is 2011, and so on.

I normally google some of the unique phrases in an ad to see if others come up but didn't do that here.
I've been looking long and hard at the '12-'18 cars and have seen this one come up.
As you said, not much in the way of documented service. The fact that the first owner was a lease and basically has no service records is not so good.
Be patient, there are going to be many more cars available soon. I've suspended my look during the Corona Virus. Not sure what I'm going to be doing. I may put it off for another 6 months or so, but that's just me.
Make sure you check every car fax. I've seen a couple of cars that are listed for basically what all the other cars are (regards to mileage and options) only to find they've been in an accident or two. One was listed for $60K, only had 24K miles on it and said nothing about the fact that it was in an accident and the airbag was deployed!
TBH, these are probably the best deals out there.
This one is a pretty nice 2012 S with low mileage. They originally listed it for $65K then changed it to $75K for a week and then lowered it back to $65K. Not sure why, but $65K is a decent deal for this one.

The newer 991.2 cars are going to be coming off leases soon and with the 992 coming out, I believe they'll be a real bargain and they'll eat most of the depreciation. Should be able to pick one up in the mid to upper $60's in a few months.

Unfortunately, those cars are above my budget and so is the one that I posted, though I expect it to come down in price. In any case, given the lack of service records and the info on the PSE, I'll keep looking.
I actually looked into this car. Porsche said the exhaust recall was for standard exhausts only and this one has PSE, with the button in the wrong spot. I asked the dealer to send a video of passive and active mode, which they did. It sounds less aggressive than the others I’ve heard. Perhaps an incomplete retrofit, just the main muffler maybe?

Here was my reaction for my own preferences:
1. Really like the color combos and I love sport-tex
2. Disapointed it doesn't have rear axle steering for this build
3. The price seems optimistic for a 1 year old vehicle with 23.5k miles and a fairly niche build.

All they can say is no, or counter-back. I know you want RAS but remember that it is a fairly new option and not available on non-Turbo cars until fairly recently. A lot of people claim they did not notice it when compared to cars without it so keep all that in mind! And it will not help you when driving straight, which is what most people do on the street.

I ran across this 2017 GTS. Seems like a really good deal, which leads me to believe something isn't right. If I hadn't just pulled the trigger a couple weeks ago on my first 991.2, I would at least have someone close to there go kick the tires for me (although I would be hesitant as I'm not a big fan of the cabriolet style).

Word of advice: if you want RAS, hold out for RAS. It is by far the biggest difference in the .2 vs the older .1. Sure, the engine is quicker, but I almost never could use the full potential of the .2 engine anyways, even on backroads, I find the .1 engine to be goldilocks in terms of driving experience and working the revs.

2 miles from me I have a specialty dealer of anywhere from 911 SCs to 997.2s with amazing and clean examples and a great reputation, albeit premium pricing.
5 miles is a pretty sizable Porsche dealer.
I've got to get some test driving done.
