I am assuming that is simply one of many built to be sacrificed to the FIA crash test rig and NOT the only example for their new car.

+1 - it's missing many of the main survival cell elements which I assume would be in the original mold. It's probably only there for the FIA front-end crash test.

New teams shun Ecclestone doubts

2010 debutants Campos Meta and US F1 have rejected doubts from Formula 1 commercial rights holder Bernie Ecclestone that they will not make the grid next season. With the two teams making up half of the new outfits in the sport, Englishman Ecclestone holds serious suspicions over their futures.
Having explained to The Times that he expects both US F1 and Campos not to be in Bahrain for when the new season kicks off in March, Ecclestone believes that the grid will be made up of 22 cars as opposed to the expected 26.
US F1 is set to be the first all-American Formula 1 team
"I'm surprised Bernie said that," US F1 Sporting Director Peter Windsor told BBC Sport. "We will be there, we're in good shape." Thus far, the Charlotte-based outfit is the only team not to sign at least one driver ahead of its premier season in the sport.
"Everything is going well and we are looking forward to the year," Windsor added. "We've just finished the chassis and are now in the hands of Cosworth (engine dealer). "There will be a moment when we announce the drivers at the factory and that will be sometime towards late January."
"My opinion is that Bernie does not have all the information," Campos Team Principal Adrián Campos commented, having already signed up Bruno Senna, nephew of late 3-time World Champion Ayrton. "We are working very hard; we are now very close to a title sponsor and a second driver. We will be there - otherwise we lose everything."

I would think so, but it seems USF1 has been trying to make what they have look like more than what it is for some time now.
However, the guy from campos brings up a great point, they will not be running a team throughout the year with no one on track, they will not have the funds for that, so I doubt they'd be continuing to proceed unless they may have someone to sell to with a non disclosure or really can make the grid at least early enough in the year to make it feasible.
If they fail, all of this will have been for nothing. But as we all know in racing, better judgment seems to get lost in translation sometimes.

US F1 is a joke anyways. There are plenty of new team setups and additions to make the season exciting anyways so the absence of 'Team America' wouldn't mean much except there would be less cannon fodder for the grid!
