I dont think it is the ideal car for all racing, but it is a lot of fun and pretty cheap to operate. (120race days talking here on this chassis, with very little mods)
Now, older porsches are a lot of money to fix up and race. have you seen the cost of converting the old torsion bar spring set ups? How do you get power? you need those ITB set ups like the spec 911s run. Plus, the car itself is pretty expensive. I think the BMW is a better and faster bargain. (just from what ive seen in racing with BMWs and porsches for over 10 years now)
I agree, the e30 is a neat car, and there are a lot of them racing in d mod.

To the OP: both make great track cars. BMW's are likely easier to get into on the cheap side. If your buddy wants a Porsche, get an older 911. If he wants a BMW, get an E30. Both are "drivers" cars and will teach a lot even if they aren't the fastest cars on track. The BMW has the advantage of having a great spec class in NASA if he ever wants to go racing.

Yeah, no worries. I was actually surprised to see PCA Club Racing had less events, as the number of racers at a big PCA race seems to be double or more what we see at big BMW CCA races.

Yes, most any. arent most any of them running WCT race times? we are talking stock motor, no mods but same same, set of headers only. (before my upgrades to the motor last summer which is 1.5 seconds faster, but probably $5 to 10k depending on the quality of the short block addition with no other mods)
Thats all I raced against out here was the euro motored M3 e36. one tested and tuned by Van Overbeek as well.
No luck needed as long as the donor car is 8k or less. Hey, now they are only about 5k, so more like 15k.
(but you need to do most of the grunt work yourself, except the cage)

IMO, I love Porsche's and BMW's... If it were my first track car I would go with the BMW at first.. I did with an E36 M3, then E46 M3.. I was able to drive the ***** off of them and they were SO BALANCED, great car control under the limit, fantastic car's.. Porsche's are a different experience, well depending on driver/experience and so many other variables so without sounding ignorant to the BMW guy's, they for the most part are harder to drive and i'm sure others will agree .. Both rewarding and fantastic, BMW will cost a bit less maintenance wise as well, IMO you can't go wrong with either... What I loved about the BMW as I mentioned before are their ease of drivability/control and limits to get use to the car and tracks, they are also much less finicky when it comes to alignment and setups as with my 996TT/now GT2 it took forever to get a sick setup I was extremely content with, and even then after a hard event or two I feel it needs to be redone again :/
