I can believe they ran out of 996 #408's, sure!
The 996 #408's were were the lightest 18" wheels ever offered by Porsche, they were only offered on the early-build 1999's, and that pre-production run on the 993 assembly line only lasted a few months. Thus it's wholly believable that 996 #408's sold out quickly
Conversely, the 993 #408's are at least 5LBS heavier (total), and were sold for many years; even through dealers long after 993 production ended
07/98 was the very tail end of "early-build 99" production, and it's not surprising at all the factory may have fitted the leftover heavier 993 version wheels on the very last of the #408 optioned early 996's. But that doesn't make it correct

How does that make any sense though? The owner swears they are original to the car, and he replaced them.
Maybe like @islaTurbine said, it was not as precise as we would like to think on the assembly line in Stuttgart, and they ran out of B’s and had to use A’s, or someone grabbed from the wrong bin.
