The safest way to ensure you have an allocation for the 911ST is if you have a long standing relationship directly with PAG or PCNA. If the allocation process is like the 911R, your dealer will have no say or power on allocations. The cars will be assigned directly from the PCNA/PAG level. While I am certain that the 911ST will be produced in more quantity than the 911R, I am also certain that the demand for the ST will be just as much as the R if not greater since Porsche have more customers than before.

There are lots of good people at Motorsport and you will get to know them all quickly
3. Build special project cars with Porsche Exclusive
These are special builds project cars done by Exclusive department (no, it's not simply clicking on a few Porsche Exclusive options on the configurator), as they only do couple hundred cars a year due to capacity. It's a great experience and a good way to build up your relationship within PAG and PCNA. On limited production cars, these special projects add even more value (and memories) to the an already exclusive car.
4. Attend Porsche events in Europe through Porsche Circle
These are my kind of vacations. Driving 911s through the French Alps and hang out with other Porsche nerds around the globe.
5. Visit the factory many times
Times have certainly changed since the launch of the 918 Spyder program. Original 918 owners like me who bought the car simply because we loved it and were ready to take a hit on the 918, knowing what happened to the Carrera GT back in the days. Of course, the depreciation never happened on the 918 and the VIP program was the best gift that any Porsche fan would ever dreamed of. When the 918 replacement gets announced in due time, I'm almost certain that the VIP program will never be offered again and people would be lining up to get one at 1.3-1.6 million MSRP.

How does one get on the radar / build a relationship with PCNA? It feels like a sort of chicken and egg thing. Like, I hear about all these 918 VIPs, but when I asked my dealer if/how I could get the next 918 (whatever it is), they chuckled and said they only got to VIPs identified by PCNA.

It was an incredible boon to the 400 (or however many folks there were in N. America who bought a 918), but not great for anyone else. I'm guessing the dealers don't love it either...

918 will expire, but not the VIP program as many aren’t 918 buyers, but spend more than actual 918 owners.

There was never an official VIP program (as in no official list), just friends of PCNA and PAG. And those customers have continued to get all of the good cars, regardless of the 918 VIP program or not.

The dealers I know don't mind it. Gives them an allocation(s) they otherwise would not get, and with that comes added visibility and profitability.

That is correct. The 918 VIP allocations are "in addition" to the existing dealer pool allocations and yes, the dealers make regular margins on those additional cars.
So it's quite simple, sell as many 918s back in the days, so that you will receive additional allocations on top of your existing pool down the line. This program was designed not only to incentivized the end customers, but also the dealer as well.
For models like the 911R, no dealers in the US received any pool allocations. All of these cars were assigned from PCNA directly. So if the dealer sold zero 918 back in the days, they received zero 911R.
So it's quite simple, sell as many 918s back in the days, so that you will receive additional allocations on top of your existing pool down the line. This program was designed not only to incentivized the end customers, but also the dealer as well.

I knew that the allocations do not come from dealer pools, but I guess I didn't realize the dealer made a regular commission since the cars come directly from Porsche (like the way BMW used to do Euro Delivery at a discount with dealers not getting the regular financial benefits).

why ppl didn´t bought a 918 back in the days? And why those same guys are now hot for the "Limited cars"? It is exactly the same (vice versa) reason why they didn´t signed for a 918 back in the days. All about winning or loosing. All about the money.
But if it is not only about the money - and if it is about the cars and about Porsche. unotaz made above the best follow up list.
And each of those points are a joy for enthusiast and obstacles for flippers.
it all comes down again to: no guts no glory. or. it's better to be safe than sorry.
spec a Cayenne with Exclusive to tripple the MSRP. (which is +- the same risk as ordering a 918 back in the days). if done - you will have good chances to get also an ST through your new network.
(i would rather race a 992Cup for 200k a year - instead of chauffeur a Exclusive Cayenne. )
