I feel I remember reading that that US SPASM is -10mm and ROW SPASM is -20mm...anyone else recall reading this?

but SPASM is 10mm lower and GT3 cars are anther 10mm lower on US cars.

ROW and US have been the same height for a few years now:

Standard
PASM -10 mm
SPASM -20 mm
GT3 -30 mm

Sorry, Porsche is showing -20 mm in only one place on their website. Otherwise, it states -10 mm everywhere else (press releases, etc.).

It shows -10mm because all 991.2 have PASM which already is -10mm lower than non-PASM, so SPASM is only -10mm relatively lower than the new standard fit PASM. A 991.1 without PASM is 20mm higher than the T (or any other 991 with SPASM).
