AFRs are lean at idle... surging idle and doesn't want to rev.. VIDEO ON PAGE 6!!

So I installed my LR stg. 2 maf kit, turbonetics t61, new max951 tune, and 72lb injectors.. and since then the car has no spark.
'86 turbo.
gets fuel.
coils good and has 12v power.
no spark.
no tach bounce.
everything was working fine before i installed everything, i pulled the dme back apart and made sure everything was in order.
bypassed the klr and still no spark.
how can i test and check my reference and speed sensors and the wiring without an oscilloscope? maybe the dme is bad now somehow? i never touched the sensors so i dont know why they wouldnt work now.
FIXED WHAT IS ABOVE, bad DME was the culprit.
NEW PROBLEM BELOWWWWW!!!
yeah i was told resistors shouldnt matter.
OK so I got a new battery and heres the current situation..
AFRs stay right around 14.7 - 16.00 at idle. idles a bit high (about 1000 rpm on the dot)
if i give it any gas the AFR buries to 21.00, car doesnt want to rev and pops every once and awhile...
???
p.s- my boost gauge reads -15.5 while idling with a warm motor, and if i attempt to give it gas the highest i've seen it go was 0.00, usually is around -4.00 when trying to rev
p.p.s- my battery gauge reads low in my cluster, stays around 11v

Maybe you bent a pin under or put it in backwards when you installed the EPROM. It is very easy to fold a pin under the body of the IC, it will look like it is OK but it will not make electrical contact. Sometime the socket is installed backward on the board, you need to go by the marking on the circuit board.
This is a picture from FRWilkes site. In the picture the socket and the circuit board show pin one correctly. This picture is showing how to add pins, ignore that part.

DME and fuel pump relay are basically the same.
Do as Brian says and switch the connectors for the speed and reference sensors. There is no harm in trying and its a fairly common mistake to make.

try putting the bolt back in the ref sensor- in case its too high to pick up a signal. Then if nothing, try swapping the ref sensor plugs cuz this is very common when putting a motor back together.

Did you back probe the Speed/ref sensors? to make sure your getting an accurate signal from them? Also, The wiring for those sensors is known to go bad around the connectors. It has been known to break the wires inside form just moving them around. (Your car is now 24 years old)

the ref sensor wiring is pretty crispy, it looks beat right off the plug on the harness side, can i open the plug and rewire further into the plug? doesnt look like id have a good enough length of 'good' wire to work with if i cut and tried to rewire em. the ref and speed sensors look fresh. i think they were replaced 15k ago when the motor was rebuilt.
