Smog ***** Got Me Today - Failed Visual But Passed Sniffer with Flying Colors
Yep, the SOBs looked under the car. This is the first time I've ever seen this shop that I have taken my cars to look under it. All my other cars they had never looked under (and I have stood there watching them smog all of them too), until today.
Apparently, they say now regardless of the car, ALL cars need the Kalifornia executive order stamp on the cat. GEE! I wonder what happens when cars come in with original cats?! I asked them that and they didn't say anything. They did say I get a free retest, two which I will use this coupon for toilet paper today after my coffee kicks in.
I'm off to look for a Commiefornia stamp catalytic converter now.
Rant Off.
On a side note, advancing cam timing 2 degrees on an S4 REDUCES NOX based on my numbers.

Thank you; I'm not going insane. They will let those cars pass, yet freak out when a catalytic converter does not have a CARB stamp on it? This state is PROOF that drugs are bad for you, especially if the politicians in office are on them.

Magnaflow and Walker have online catalogs so you can select a CARB-legal cat. It will probably be a universal type with roughly the right pipe size for your car.
If you installed your current cats before the CARB mandate (2011?) and have paperwork to prove it you should be exempt.

The visual is total BS and 100% political (how much $$$ do they pull in with every CARB approval.....)
If it passes at the tail-pipe should be the only factor.
In Wisconsin, they had so many issues with the rolling road and damage vehicle claims, they now only require ODB II cars to pass and they simply plug into the port and make sure there are no pending codes.
Simple, and accomplishes the same thing.

It really sucks that CARB has the '85-'89 cars listed as a single cat setup, which is obviously wrong. I think if I owned that MY 928 I'd be buying some non-Californian's low(er)-mile cat take-off as a backup for the factory unit once it's no longer good.
Here's the D-183-86 EO stamp on the magnaflows on my GTS:

Rob, I got hit for no air injection too. Those cats have no air from what I see.
I may buy a set of cats that Bill Ball picked up. I think his are from DEC, part number PO82608...at least that is what I'm seeing online. Amazon has them for $387 shipped. Not bad.

I ordered cats off of Amazon. Part number PO82608, which is CA legal for 85-95 928s.
Now to go shopping for a home in Texas...

You're right, no provision for air injection, despite being one of the cats spec'd for the '93-95 928GTS on Magnaflow's California-specific catalog page. Idiots. I'd bet that if I'd had an air injection tube welded on that the right (wrong?) shop would have dinged me for 'modifying' the cat....
All of which is to say, I think you're using the wrong shop. There must be better shops out there.
Perhaps I'm reading the page wrong but there are several valid EO numbers for the GTS, at least:
Here are Magnaflow's '87 offerings, nevermind that none of them will fit an '87 with stock exhaust.....:

I will be submitting a complaint today to BAR. After talking with a mechanic friend of mine in SD, a smog shop is required to ask for any exemption paperwork for the cats prior to failing the car in the event the cat does not have the EO number. They did not ask for it, but I have a receipt dating back before the 2009 smog law went into effect showing purchase. If I had known that, I would have contacted the shop that did the installation prior to the law.

Former Vendor
I did have a smog **** fail one of the cars I work on, for not having the air injection hooked up in the correct spot, with aftermarket cats. It injected before the cats, not in the middle of the cats.
I asked the same thing....I'm supposed to modify a state approved cat, so that it has air injection?
No answer.
Keep in mind that this is the same state that just made all battery trickle chargers illegal to buy in the state.
Yup. Brand new law.
Can't have any battery charger that will stay on for 24 hours a day, without shutting off. Car battery chargers, cell phone chargers, computer battery chargers.....hell, your electric toothbrush is now illegal!
Bad for the environment. The chargers consume too much electricity once the task of charging is done. Keep in mind that with A/C power, any excess generated electricity is lost, anyway. Of course, the result is batteries that go bad quicker and need to be replaced.....that must be good for the environment, if you follow the logic through to the end point.
Idiots.
