Paypal doesn't have any money as Amex took it back from them. Joe called me immediately after I hung up from Amex and asked why the money had been taken from his account.

I would still place a complaint since Joe still took your money and didnt give it back. Amex or Paypal did.
Also, I hope this is not the case, but most cc companies reverse the charges and investigate. Then you will get a final decision in 30 days. If Amex got the money back from PayPal you are probably clear, but if not it may still be up in the air.
Hopefully, they told you they reversed the charges and this is a final decision.

I will be following up with the detective on Monday. We were waiting for paypal to complete their investigation. At this point I will be pressing charges. I may be required to appear at his hearing. I will be flying to Chicago to make sure this guy gets charged with a felony.

Yes, I was wondering also. I got a letter from Amex today saying that PayPal has not responded and the charge has been removed. PayPal still has until March to respond with proof that I received the seats...which I have not! Sandoval?

Update... I got a call from the Detective at the Chicago PD this morning. They have everything they need to prosecute this guy. He left him a VM this morning. If he does not respond within 48 hours a warrant for his arrest will be issued. Either way he committed a crime and he will be arrested. I will probably never see my money however I am going to make sure this guy sees some jail time. I may have to fly to Chicago to testify against him which I am more then willing to do.
