There was an existing confirmed issue with Titanium cages. Supplier had to be replaced, and this was causing delays
it seems like there might be another problem with the Magnesium wheels, yes.
if you have wheels and cage, delays compounded, but even the steel caged WP cars like mine, (and I think Seb?) are now affected.
That might not be why Seb car is being recalled, but seems reasonably likely?
Mine is delayed already by about 4 weeks but due to complete this week - not been told of any change to this yet, but I'm not confident!

Very easy to carry too much speed into corners with this car, it also looks like he may have downshifted mid apex to try to slow himself. Either way, I bet its a handful on the track.

Burning Brakes
You can break traction in the rear instantly on both leading and trailing throttle. Throttle modulation becomes essential with 2 WD High HP Turbos.
I learned that on my '79 Turbo with half the HP. Tough to fight the laws of physics.
