There is a difference between a sporty car which is made to go faster, and a car which is designed from the outset to be very fast. There was a great video recently where the GT3RS at its inflated market price (a sporty car made to go faster) is compared to the Mclaren 650 and others (cars DESIGNED to go fast from inception). It talks about how the whole design of the car is intended to be aerodynamic, whereas the gt3rs is a car with wings on it.. the wings on the GT3RS need to be bigger just to achieve the same level of downforce.
The Ford GT is an extreme example of this.. less of the "wings" are necessary as all bodyparts are already contributing to make this stick to the ground.

I don't think jags or astons need wings because they weight so much to start with. I think my XFR generated something like 4500lbs of downforce at 0mph. I think that's more than a viper.

There are Utube vidoes of the Ford GT at speed practicing for the Rolex 24 if interested...I googled and found all the cars entered in the race practicing. Honestly I was disappointed at the sound of the Ford GT, but the wing and the rear splitter is pretty agressive looking.

those quotes from mo(e)ssle came from naias and have been reported elsewhere. I didn't come away from it with the feeling he was referring specifically to gt cars but the 911 in general. So it's possible the end of mt in the gt3 and RS have already passed.
As for aero comparisons to cars like fgt, the 911 shape (which remains in many respects the same as it was in 1963) is not as inherently easy to negate lift and add downforce without wings. I don't see flying buttresses being added soon or effective diffusers being simple to incorporate in a road going (high off the ground) rear engined 911, or other tunnels and channels fitting with the design all that easily. That's why the RS louvres were quite a big advance that fit in nicely. Maybe with the 960 they'll have a chance to incorporate all those elements and allow much greater but still useable power.

ok but seriously- here are a few possibilities:
1) downforce is for grandmas- AP
2) 991R is geared differently than a GT3 (duh since it's a 6 speed) which means it won't get as much high speed terminal velocity therefore doesn't need downforce
3) the tires are too skinny anyway so it will slide at 1.1-1.3G constant grip levels no matter what speed- wings not necessary because this is "the ultimate road tripper drivers car, not a track car"
