Takes just a minute to check any Porsche material yourself: Both 2RS and 3RS have the same wheel specs, including offsets, widths, and tire sizes.
9.5x20 ET 50 front and 12.5x21" ET 48 rear, these have not changed from the gen1 3RS (but the default wheel itself is a tad different looking and bit lighter in the gen2 RS than in the gen1 RS - that is a bit surprising detail actually).

I am sure that the tire and rim sizes are the same as they can fit any bigger wheels without rubbing issues. I am sure that the OEM Manufacturer had to modify tire fitment or to be more clear the inner part of the lip of the rim as it affected how the tire set into the wheel. The Cup 2 tend to bulge on the OEM wheels causing rubbing issues. which is not the issue when using wheels like BBS F1 R the tires have a straight profile avoiding any rubbing issue. I am sure they have also improved the ires build make them lighter

It has dealer tags on it as well as the German tax stamp which would indicate Euro Delivery. So many a dealer did Euro Delivery and flew it in?

It’s a Porsche owned car and they are doing fuel mileage testing. No US spec customer owned cars will be here before and if Aug early Sep...

We now know why the exterior is in ugly chalk. No one will notice it while Porsche conducts tests.
