The paint colour doesnt matter all that much and surprisingly whites can even give better results than black due to factors of reflectivity as well as emissivity. So painting the block does allow it to radiate more heat.
Didn't find the "hard evidence" I thought I had in some of my books except for a or Skyline GTR with factory black painted IC that was stripped of paint and had the intake temp raised as a result of this.

I did not doubt that the emission of radiation increases due to painting. What I doubted was that this was benficial for cooling in total due to restricting conduction to the air.
Just one last argument: I have not seen any Le Mans or F1 engine block nor intercooler or radiator beeing painted jet. If it would be of any benifit painting those parts, even if marginal,it would have been done due to packaging advantages and/or drag reduction (and I know what I am talking about here). Big money is spent developing those components.
