If the DME is fried, then how can you guarantee someone that you borrow a different one from that your car does not have some sort of shorted out wire somewhere that will fry theirs as well? You will be buying 2 DME's if your car is breaking them.
Also I feel that if the car had spark before you took the head off then either a sensor or wire got broken while it was being removed or replaced. Or a wire is still disconnected or connected incorrectly. Ignition parts do not wear out when the car is not running, so I would be re-checking all connections one more time.

and trust me i been looking at it for hours,i am gonna mess with that hall sensor,right now,ill try to find something wrong..

i thought of that..and i cant guarantee it,I did not touch the sensor,the only thing i dis connected is the hall sensor,what u guys call..but i feel that i may have fried the DME by having the battery connected why i did not have everything on and was moving stuff around,for other tests i did..
and trust me i been looking at it for hours,i am gonna mess with that hall sensor,right now,ill try to find something wrong..

^^this may be your problem...what plastic fell off? I think you should replace that sensor first....

So you tested your starter with the head off? Meaning you connected the battery. So to "test" your starter did you put the key in and try and crank it?
If you did that then it is very likely you did indeed fry your DME or something else, because when you had the head off you had to disconnect the hall sensor, throttle position sensor, etc, and when you turned the key to position 2 the DME started trying to take information from all the sensors/sending information. The computer was basically trying to start the car with all these sensors disconnected, it didn't know you were just "testing" the starter. So yeah you may have fried it if that's what you did.
