I don't think so. Remember that the 992 GT3 is already 10hp shy of the 520PS the 2019 GT3 made in RoW with same motor with OPF filters. I don't think the 4RS would lose 20Nm (15 ft-lbs) of torque from the exhaust path. I think that either this version of the PDK has a 450Nm rating or it's a result of good ole marketing.

I wonder when and if the car will reach third world countries in 2022, anyone else South/Latin America?

GT3’s are still not a thing here as far as I know.

I love the new purple seat inserts and stitch. It's good to see something fresh and unique. Looks spectacular.

AP goes over the details... He also said the GT4 HP rating is "quite conservative"...

Why wouldn't they build as many as they can? Last I checked Porsche is a for-profit business. They could care less about collectors, it's all about the $$$. Build baby build!
