The more lenient protocols don’t necessarily lead to less safety (more risk). It turns out that trusting people to behave responsibly, and telling them that you trust them, tends to make them behave more responsibly.
OTOH, creating and enforcing a plethora of rules may create the impression of safety culture, and gives the rule enforcers a chance to flex their authority, but people don’t like being treated like children, and will tend to sometimes rebel a bit by pushing up against the rules, or breaking them or getting around them when they can (e.g., a driver may drive more ‘aggressively’ without breaking any rules).
There’s a balance needed, and I think some PCA regions and activities go too far in the direction of making and enforcing rules. I actually wouldn’t go to any PCA DE events if it wasn’t for the social aspect.

That's another downside of PCA being more of a social club than a for-profit business. The former will have more politics, bureaucracy, and interpersonal conflict, the latter will be more oriented towards customer service. My local track friends are through PCA, but my best experience at track events has been through Chin.
