If you have the ELV module, which is located in the steering column, not the steering rack, then yes, this is a security module that maintains the key encryption and can only be programmed by someone connected to Porsche network. In the US, this is only dealers. Now, most cars do not have the ELV module, it is optional and rarely ordered. If your car has one, then you won't be able to program it. Remember, it locks the column not the steering gear. It is also removable. It may be possible to remove it, then alter the car's details to eliminate this option but the modules that would need reprogramming are also the ones that require online programming. The DME, FBC, RBC and the ELV all maintain the immobilizer information and for that reason, must be programmed by a dealer connected to Porsche.

Thanks for that info. How or where would you specifically order the ELV (just making sure I never accidentally order it)? Do you have a code for that option or is it part of some exotic suite?

I believe they discontinued this option, I don't see it on a build list. There is a video on youtube on how to remove it.
