I did not have LFS at all before, so I must have downloaded the most recent version. I also updated the firmware.
I clearly have some sort of setup problem, which I am sure given some time I can figure out. I am still not following how the rift can possibly be used to navigate windows when a large portion of the OLED display -- on both sides -- is simply blocked and not visible when the lenses are installed. Maybe there is a reddit fix for that too.

It was never meant to navigate the windows desktop. You can't look at a 2D windows desktop in 3D stereoscopic mode! You understand how the Rift works right? There is nothing to "fix."
You will need to run a VR Desktop if you want to do this:

And yes you could have learned about VR desktop and/or other programs like it on Reddit or the Oculus Developer forums. Another setup issue that the forums could help you with is how to set your Rift so that it doesn't pick up the 60hz default refresh rate from your desktop monitor...

Either way, I am sure Nick Burns isn't happy with me right now, given my computer engineering background, and my use of the spare 1.5 hours I had last night to fiddle with it: https://screen.yahoo.com/nick-burns-...000000899.html

I tried to help point you in the right direction and give you some advice and even offered my help. Clearly you are smarter than I am with your engineering background since you are unscrewing the lenses to navigate the windows desktop

Don't worry, my IQ floats around the current air temperature, which is like 66 F right now, so it is a good thing I can still type. As I said before, this was a real bull in a china closet experience after finishing work last night thus far. I had to rescue my rig from deep within the pile of our stuff since we are still living in a construction zone after a botched demo/painting job on our newly purchased house. I was also not joking about floating my keg in the basement; it was 90 minute IPA from Dogfish. Suggestions on a replacement?

OK, IQ remains around the weather, but a few more hours of poking around yielded some better results. I am pretty certain of two things 1) my rift is being driven at 75hz and 2) it is only running at 1920x1080. This new hardware has finally exposed something I have been aware of for some time, my "diamond" Radeon 6780 based card from 3 years ago+ is a POS. I have very little to no control with the driver package.
I was able to finally get the Radeon card to extend the display so I could run both after some random acrobatics with the various video outputs. Does not seem to be inheriting the 60hz refresh rate of my other monitor. Also more time "getting used to" the rift display made LFS actually pretty sweet. For the uninitiated, it does wear our your eyes pretty quickly. I think I was expecting something unrealistic with my current video setup, and the "blurring" is really not that bad, and low persistence is definitely running.
So far, I can't seem to break the 1920 resolution with my radeon card, even if the rift is the only display. Will need to do some research on that issue. I was considering getting a better card before anyways, so maybe now is the time to go ahead and do that. I think I can probably get away with avoiding upgrading my board / processor, as that doesn't seem to be the bottleneck (3+ year old i5 -- pre-sandy bridge).

More IQ around the weather. I now realize that I need to supersample the video rendering and the card will down sample that for the rift, which should result in better image quality. I think my original expectations were just a little too high anyways. Works well at 1920x1080 direct rendering, but it is a little difficult to look around the car while it is "moving" compared to just moving my eyes with a 2d screen.
I am hoping iRacing can get the software ready for the next release, as I could probably survive just fine with my older card and the rift once I get the hang of it. Not sure if it is worth trying to get a card to supersample if it won't make that much of a difference.

Would it be possible to have open practices every 2 or 3 days until the start of the season? Is this possible in a league, who the heck pays for this anyway?
This would be great, when someone has some time he can check the league to see if there is a practice, and chances are someone else might be practicing also.
