In the hands of an existing GT3 owner who tracks a lot and runs in the top 20% of GT3 lap times for their given track, the 4.0 will be the car with better lap times.
With **time and practice**, ambient temps under, oh, maybe 75f, the same driver in a GT2RS might turn a 1-2 second (lets call it a 2.00 minute track) better time on same track. Additional caveat, on a more twisty, tighter track, the possible time advantage would revert to a time loss.
If I felt like I had mastered my 4.0 and had the resource$ and wanted a challenge, then I would keep the 4.0 and buy a GT2/RS.
PS- On a Laguna Seca'ish kind of track, sharp turns, short straights, the GT2RS HAS turbo lag. And plenty of it. If you are running ovals with one gear change per lap then you won't notice it
In order to turn a better time in a 2RS vs 4.0 you will need to be a very skilled driver on a cool day.

Perhaps. However, my experiences in one have been in Texas, which is hotter. So.....draw your own conclusions. TWS has a number of similarities to Sebring. Savvyboy may be correct regarding a very technical track--I have no GT2RS experience on one. Plus...you can actually buy GT2RS's at a reasonable price...
