The distinction you appear to not be making is that a charaterisitic can be intrinsic to a culture, seperate from it's racial makeup. How does it not make sense that tribes of American Indians who lived near major bodies of water and hence depended more on fishing produced better fishermen than tribes who lived in the Great Plains?
