We're definitely subsidizing shops a bit and maybe improving safety some here in VA. I'm pretty sure there's a lot more human error or hubris than equipment failures behind traffic accidents around here.
I take all our cars to their respective dealers for inspection because they are not in business to clip $300.00 from me. They want to sell their service, and new cars. I stay way far away from "independent" garages.
