Fair enough, although there is a chance that he did take the car to the track. My only suggestion would to be to state that you have never personally tracked down the car, and that the previous owner claimed not to have ever tracked the car, as this presents the total story as you know it. Your "not tracked" comment could be construed by some to mean that you have first hand knowledge (single owner car) that the car has never seen the track.

Dock your comments have gone from interesting to ridiculous. You are circling around the same argument. Porsche will take a position on this matter at some time in the future, and it really will not matter. The fact is, the NHTSA is ONLY interested in the safety of american public, and they will make the final decision.
They (NHTSA) are going to make sure that the evil track junkie Porsche owners don't spill their collective guts allover on ramps all across the country and spare innocent families from an accident.

It's ridiculous to want accurate information? Why did you state "not tracked" if you didn't think it important to point out? And if it is important enough for you to point out, why isn't it important to be as accurate as possible when you point it out?

I pointed it out because you are so focused on whether cars had or had not been tracked.
You seem to want to ignore the obvious public hazard this problem presents, and the fact that this is an investigation conducted by the NHTSA.

It doesn't matter. This is not a warranty issue. I think you are a smart guy. However, you need to gain more understanding about the NHTSA.
Two dissimilar metals and glue, in a liquid environment, that is subjected to significant heat changes does not represent the type of construction I was buying into when I purchased this car. Porsche is comparatively new to liquid cooling as far as manufactures go. There have been numerous cooling deficiencies in other models, the 924, 944, 928, and Cayenne all come to mind.
I am extremely loyal to the brand. I have owned over 20 911's and 930's and now a 996TT for the past 42 years. The 996TT is the only one that ever had to be towed.

This is my 2003 996TT at .8 bar on its first pass on the dyno. This happened in late March. I have a case open with the NHTSA. Not tracked, before mods, 82,000 mile daily driver in central Texas.

I know of a owner that it happened at 23k miles. Original owner, 2003 model, drives like a grandpa( well he is a grandpa), no tracking. Sent him out on a nice dirt road. He got lucky. Yes I asked him to file. Does that fit your bill Dock (sarcasm).
