Opinions on the quality of this op-art job are not in my domain. Having grown up in the 60s, in SoCal, I saw a couple of these make-overs in my youth. The best I can recall is an early Citroen 'duex-chavoux'(CV-2) in psychedelic colors.
Don't say "I'm sure" but my best guess is an homage (pr: oh-majjj) to the Janis Joplin 356. Google says sold for $1.76 mil.
Yup, when I saw this I thought of the Janis Joplin 356 also. There was a "Chasing Classic Cars" episode on this car; IIRC it included the auction you mentioned.

Definitely a strong entry in the Worst 996 category, but I'll always give extra credit to the ones where somebody spent thousands of dollars and the car still looks awful.
That said, this one is pretty impressive. The only thing I really can't fathom is how the wheels survived.
