If I understand your question 100%..... there is no difference between the cars at the front.

The only difference is 25mm more width in the rear fenders, a sill that sticks out to match this fender, a bumpy rear bumper for the same reason, and 25mm more metal in the rear wheels (or a 25mm spacer for the Cup2) to increase the offset to match.

is it 25mm more for each side left and right (so +50mm) or is it overall width increase (+25mm)?

Approx. 25mm more metal each side, and so 25mm more offset on each wheel.

the WB's were originally meant to be Turbos- the WB's larger offsets and larger tires were designed to keep the rear planted with 450 Hp surging through that little car. the C4S was a "parts bin" car- a lot of turbo parts thrown into the TT body. I honestly don't know how the C2S came about unless it had something to do with fewer 4wd systems, Big Reds and Booster pumps for the brakes, but still had bodies to use? Either way WB for the Win!!!! And for me c4s all day long.

The correct answer is neither.

The superior body is of course the RSR, which starts as a NB and adds flares to both front fenders and rear quarters thereby keeping the proportions just right and widening the front and rear axles by the same amounts.

If you are a WB fanboy then the GT2 does the same but starts with the already widened rear quarters of a TT, somewhat losing the perfect proportion but gaining maximum width.

All 993's are wide in the hips and butt, just that the 2S and 4S are wide...r.
The widened Guntherwerks front ends, adding a bit to the discussion, for some here are too wide and throw off anterior proportions.
