Id do it with a nibbler or band saw around the outside and a belt sander to finish up

Too funny! I've ordered quite a few 1/4"-thick discs and other steel parts from them in the past. Think, 993 Hose Reel......

What you need is a knockout punch like electricians use for punching holes in electrical boxes.
