I doubt that the GTS will make 540hp, unless they are changing the positioning of the car (price goes way up). Most of the rumors say there will be a new high performance hybrid that sits between the GTS and the Turbo, what you are saying makes sense for that model. Also, the GTS and Turbo are going to have similar engines/hybrid systems in different states of tune so why would they dump the manual on the GTS, and add it to the Turbo where it isn't currently available.
If the GTS will have the hybrid setup, it will be difficult to couple it with a manual transmission. But on the bright side it will gain HP and Torque but will gain some extra weight.

I have read several posts that the new 992.2 GTS will have a 3.6 N/A Engine. According to Car and Driver the Carrera GTS is set to drop its current 3.0-litre twin-turbo flat-six in favor of a brand-new 3.6-litre N/A unit. Power is said to rise by 10bhp to 483bhp, however torque will be dropping by 7lb ft to 413lb fit. It would have been fun to have a manual transmission with that engine.

Production is supposed to start along with the base in July - let’s hope there will be no delays. Of course this info is for Europe and probably the hybrid car will need the US certification and this is why you might get it next year along with the S.
Base should be avaialble to the US market at the same time as in Europe but I really have no info about US so I might be wrong on this.
Whatever the case we will have more info in 20 days or so

I think remaining allocations of all 911 models will be gone soon. Good time to grab them if you (a) want a manual, (b) want to avoid the impending price hike, and/or (c) don't like the looks of the 992.2 from the spy shots.
