Typically the warranty is started on a new car when the dealer takes whatever incentive the manufacturer is offering (trunk money) and marks the car as sold.

Supply and Demand does affect discounts. One dealer (Newport Beach) told me back in May that they were selling all 991.2's at sticker, would take your deposit, put your name on the list, and would let you know when you were assigned a build date. Pretty depressing. Specifically made the point that allocations were in such short supply, that it would be crazy to offer a discount. This is one data point from one SA, other's may be treated differently.
Fortunately there are 4 other dealerships within an hour's drive, and most were willing to negotiate. I am very pleased with my 5.5% (cash purchase), and should take delivery within a couple of weeks -- ship off Costa Rica right now, headed to San Diego.
