Have you ever driven one? For the non-Porsche enthusiast it might not mean anything. For those who have driven one, it is a very nice option to have.
I've owned two 991.1S's - one without the Powerkit and one with the Powerkit. The one with the Powerkit definitely feels quicker. The exhaust note from the PSE is markedly deeper, too.
YMMV.

There's a spot in the front bumper with a covered heavy-duty screw point for a tow hook. The car's designed to be towed that way if you can't get a flatbed.
I'm sure if someone repo'd a 911, they'd be very concerned about not damaging it since the point of doing so is to sell the car to recover the loan value. I know if I were a bank officer tasked with contracting out such a thing, I'd be pretty insistent on a flatbed.

If so, I'm sure he "returned" both keys, manual etc..

It is civil forfeiture so Feds probably showed up and seized the car. Whether it was done right or not I don't know, but in similar circumstances I am aware of it was either by turning over keys or by four go jacks, winch onto flat bed, get new keys/locks from dealer. It was probably stored outside though.

If there is a lien on the car doesn't the lien holder have access to an extra set of keys in case of repossess?

I was tempted to buy it but went a different direction..I think it would be a good buy in the very low 80's.

Yeah, I thought the same thing. And yet, after buying my second 991S...here I am, still looking at cars! It's a sickness, I tell you!
After I bought my current 991S, I told my wife "This is the last Porsche I will ever buy - I am keeping this one forever!"
She replied, "You said that last time."
I think she is on to me!
