Yes, which is why we do not use them. Here is a much better option that many here have: https://www.ultimatecupholders.com/

That's just one of those Porsche quirks
They are great cupholders, sorry but those ultimate cup holder things look like something you would find in a soccer mom's ford excursion.

I never use my cup holders for fear of spills on the dash, drips on the console, spills on the floor.
I have my ultimate cup holder pinned on the inside of the passenger side center console. I can still grab it easily when I need to and it's out of the way.

How the hell do you pull your drink out from under your leg every time you want a sip? I mean, yeah it is possible. But why? My factory cup holder works just fine. Maybe not for a jumbo big gulp. But a bottle of water or a coffee cup is no problem. I have never understood all the disdain for the factory drink holders.
To the OP, sounds like a malfunction. Never had a problem putting them back in place and I use them all the time.

On a PCA drive, my wife spoke with another lady and she said that she was in big trouble. She put a small orange juice bottle in the console sided cup holders and it became dislodged and OJ spill everywhere. I talked with a Porsche tech about sticky console buttons and he said that liquids are spilled regularly and the repair while not difficult it quite costly. I hydrate outside of the car. And if I took a log trip, I would do the same or have a small cooler on the passenger floor and just keep the water there.

Jackporsche, common problem, easy fix.
As far as I know, the 991.2 uses the same mechanism as the 991.1 and the 997.2. here is a thread that explains the quirkiness of Porsche logic and how to open your cup holders and proper use to fix the problem.

Another suggestion for an alternative to the built ins is the “Nurburgring” cup holder from T-Design. Looks fine, especially in a black interior. More importantly it’s very secure, which is how I like my cups of black coffee to be when driving a 911. Zojirushi has a 15oz tumbler that fits perfect. It’s a bit on the expensive side at $130. Installation takes about 5min with a trim tool and T20 bit.

Can't help much with the OP, but this ^^^ made me laugh.
I also don't (ever) use the cup holders. Mine (CPO) has sticky buttons on the passenger side, also. I enquired as to warranty repair/replacement, and my SA indicated if they found drink residue (which would be from the PO, as I've not used them) it would be on me. I've tried a couple times to squirt some electrical contact cleaner through a bent straw up there but no luck so far, they remain very hesitant to work (mainly the heated/cooled seat buttons, on the passenger side).
