Looks cut and welded in the picture. The weld doesn't look very good from what I can see. Looks like a mig weld.
Why not drill out spot welds and take repair back to original whole panel replacement and re spot weld?

actually the weld was done by certified professionals that deal with this kind of weld daily. I talked with a Porsche certified shop and this is what they recommended. Lets just say I left it to the pros not rennlisters if they didnt know what they were doing they wouldnt be in business
