Speedo back and in, and a new odo gear just for grins (old was not broken, but why not replace while it's all out). Sent it to Specialty Gauges, Corey Shepherd per above recommendation, and the work was good, fast and reasonable. Did the whole pod and cluster R&R while I was at it. Everything is good, and lights are nice and bright. Thanks to Dwayne for his excellent write up (and it was great assistance with pod reinstall), and Matt for the referral to Corey

Mystery solved. Took everything apart, and you can see the fried capacitor (or whatever it is). Not sure what caused it, but I am doing a full R&R on the instrument cluster, including the film. Will not solder though, as everything looks very good on the film at the rivets and elsewhere. Also, as another data point, my odo gear is not broken and does not feel brittle.
Here's the damage:

Where is that board located?

Correct, right behind the odo. I just sent my whole unit in, and had them redo the odo gear as a WYAIT. All in about $125 plus shipping. They repaired the board, god for another 25 years.
