Nah, this engine H is referring to is a '91 GT motor out of Larry (Aspkiller's) racer, it's just fine. It just sat for a while, in northern Nevada. {WAG} Maybe a cold winter is enough to cause gas to gel? Or Larry had some mix of pump and race gas in it? {/WAG}

my 928 has sat for years and never had that issue. at one point I fired it up with 4 year old gas......it smelled normal. However I make sure to keep the fuel system sealed when not running.

Fuel, in general, will separate over time. The cheap race gas they put in there, the ethanol, is hydroscopic, and will separate from the fuel over time, and the water may separate from that. This can create some issues with steel and brass and pot metal. I am not sure what the other octane enhancers and oxygenation things do like MTBE or other - except that they are way worse than ethanol.

The best stuff I have found is Berryman's B12. Nothing cleans up bad gas as quickly without damaging other components. Comes in a gallon or a spray can.
Stay away from brake clean that crap can kill you. It should be flat out banned. Far worse for you than anything else you are going to find in your shop.

Update: looks like this stuff was ONLY in the attached fuel pressure gauge. It oozed out when I had the motor upside-down on the engine stand. Is there some sort of goop in these gauges? Or was the fuel just exposed to the light and (obviously since it was able to ooze out) the air as well.

I have no experience with these gauges, I have to assume then that the gauge was filled with glycerin, and this is glycerin. In fact that is exactly what it looks like. Thanks for solving the mystery for me. The motor came with a gauge.

I had this same issue with my boat after it sat over Winter, and I was pumping out the fuel tank in the Spring. I even had put Stabil in the tank before storing it over the winter. This was in Florida so cold was not the problem. Fuel was coming out with an occasional glob of clear gel.
