My understanding is that you had to smog the vehicle at the CARB facility, then install the item, then smog it again, then remove it, and smog it again. Then you get the certification. Much easier process to do the install/remove on a SC than a stroker...

Why would you ever want to smog cert a stroker? You cannot find a storker in a group of 928, there are no external indications, and no emmission telltales.
Hopefully, stoker folks do not go to the smog station and say "hey, you will never know it and you cant see it, and your testing will not show it, but I have a non stock crank, rods and pistons in my 928, so please fail me".
BTW, the fee for testing was $10K, 10 years ago!

I agree that what comes out of the tailpipe is all that matters....who cares if the air pump/cats/stroker/SC or whatever is under the hood! Whats under the hood doesn't pollute the air...its stupid that manufacturers have to pay so much money to "pass" when most S/C's and strokers pass the actual sniffer test just fine! Its just governments way of making some easy money off the backs of consumers! But living in the "Republic of CA" what other choice do you have? Still one weekend of work to pass smog every two years isn't all that bad.

I very highly doubt there will ever be a CARB legal SC kit for the 928.
Here's why:
CARB certification generally only effects people in CA. 2 cars with 2 different of my systems have passed smog in GA, which is the same as CA but the visual is only for cats and the sniff test is not as stringent.
CARB certification would cost a minimum of $20k for me since I have 2 basic kits (and maybe a 3rd and 4th soon, 16v and GTS so maybe $40k).
Who is going to pay for the CARB certification? I guess it'll need to be the customers in CA only. I don't think customers in Australia, Canada, Georgia, Oregon, NC, etc would take too kindly to paying an extra $1500.00 for their SC just because owners in CA are too lazy to spend 1 day every 2 years swaping back to their stock manifold in order to pass visual inspection in CA.
The bottom line is, that the target market for CARB certification is too small to justify the expenses.

I see some questions about 16V systems. To be clear, I still have not finished the 16V systems. I don't know how much it will cost or if it will even be feasable to produce much less if it will be worth it for 3rd party to sell. That's the only info I have on that for now.

I have heard that sometimes the reflection off of Ben Franklin's forehead has occasionally caused temporary blindness........ Some register the cars at their "vacation homes" in one of the rural areas exempt from the California inspections. Others have used out of state addresses but that occasionally will be a problem if you get stopped ,the CHP gets their budget from registration fees!! ....

I had a modified 440 mopar in my motorhome, passed at the pipe w/no problem, but I had to produce CA CARB certs for the intake, carb, manifold - told him it was stock inside... got the raised eyebrow thing, but finally was "passed"... yet sure do miss the good ol' days when a six pack got a pinto w/a built 289 V8 and a blower scoop sticking out of the hood passed...
yes girls, I know our air is now cleaner thx to some hard won fights and we should pat ourselves (in a PC way) on the back for making the progress we have compared to other places (mexico, etc) / I don't think anyone wants "bad air"
but before you throw the nature nuts at me for being a condesending throwback to olden times when men were men/etc, consider that there is an intent/spirit of the law and the law itself - IMO, too often they get confused and abused... (I know, no wonder I'm in the garage)
ah, my beer - ok, throw the nuts! or maybe I can find some here in the couch...
