Hello Greg. Thank you for responding. When I say jumped, I mean I took the cover off the LH relay and stuck a razor blade on the outside of the contact to force it to close (engage). I do have a test light, but the wire is not long enough to reach from the battery to the CE panel.

There are two sets of grounds mounted to firewall just above CE panel. I think that is what Greg refers to, just above? He is leading you somewhere, of course be sure to follow his troubleshooting path and logic irrespective of everything else we post up. He is unmatched expert of 928.
You asked about fuel pump ground at rear of car. Similar to the ground groupings referenced above, there is a common ground point in back. It consists of a stack of ring terminals on a single 10mm bolt mounted behind the right rear interior trim quarter panel. It's about a hand length from the taillight, under the panel. Mr Merlin has a way to loosen the panel in the back and lift enough to access. I usually remove panel, which is a 2 hour ordeal that involves removal of that rear seat. Fuel pump motor ground is in that stack. (CE panel relay grounds, though, are above CE panel. That's probably why Greg was starting there.)
As 85 was a major electrical transition year and 85/86 16V cars had similarities to the 84 Euro, but electrical differences....then 86 was a transition year towards more electrical changes for the S4 platform--- we can get confused where grounds are located. And the Welcome documents on our site never differentiated all that stuff. But I think your fuel pump ground is behind that quarter trim panel, like the older 16v cars.
86 Euro is a rare bird in USA. Congrats!
(From CE picture, looks like panel part number ends in "13". If so, and you researched it back to being same as 85 ending in "09" then you solved a remaining tangential mystery from last week on the non-start 85 euro).
Do you mind posting a picture of the engine number? It's on a prominent engine block boss located up front near timing belt cover and coolant bridge. Should be M21 or M22, euro 16v, high hp twin dizzy car. LH jet.
You mentioned M299. So this is interesting. With respect to 85Euro, and maybe 86, M298/M299 is the FRG market option for allowing german folks to buy the emission controlled 16v car, with performance like USA 84. See snippet from WSM Supplement for 1985 Euro cars, which I ASSUME carried to the 1986 final 16V Euro car:

Hence why I'm curious which engine number you have. / Do you have the 298/299 option.
If so, outside chance, we will need to be particularly careful to identify what ancilliary equipment that 86 has.
My guess --- no, you have the thrashing high HP Euro, maybe with some USA emissions parts.
But we need to know.
For instance, and this is just from reading -- no experience --- an FRG 298/9 has L Jetronic.
Also, what is that pipe running down the length of passenger Cam Cover?
Its been a while since I've looked at my USA 84 cars, as they are stored back in Indiana.
But is that a USA-style emissions control pump air outlet pipe? aka secondary air injection.
Can't tell from the picture. If so, Euros usually don't have that.
If yours does, maybe it was applied during federalization.
Here's what that 85 document showed. Again, you have 86. Clearly Twin Dizzy -- very likely the hi HP pure Euro. But lets check!

You talked about alarm.
Some guys replied with info about Z plug.
The 16v got the new flat fuse CE panel in 85, then again in 86, just like the 32v cars.
Which means no z plug, and alarm was wired like the 85 32v car.
So that means that one method for easy alarm jumper for this car is via that flat 8 pin connector you mentioned, tucked behind the panel.
If we need to drill into that, post a pic and we can check the wires that were bridged on yours. Its posted up here somewhere for 86 32V, will dig if needed.
A lot of times on these cars the strainer screwed into fuel tank will decompose (plastic mesh strainer becomes embrittled and breaks-up). It jams the fuel pump.
They won't run long without gas. And you need to replace the strainer before changing to a new pump.
But it should kick-off with a squirt of gas into the intake. Enough to keep the head mechanic interested.

Greg, I assume when you say clip battery positive, you are referring to a wire connecting to the CE panel. Which wire? I have posted 2 pics down below. Then, I assume you want me to poke the bottom, middle slot (86) of the LH relay with the relay pulled out. If this is correct, I just need to know which wire on top of the panel is battery positive and battery negative to alligator clip. Thank you for your help.

Any of those big red wires on the top of the relay board will do nicely...they are all attached to a 12 volt power buss coming directly from the battery.
Yes, alligator clamp on test light clamped on there. Probe "86" with the pointy end. Relay removed. Bright light should/probably will occur.

Landseer, Thanks for joining the discussion. As previously mentioned, I have been learning a lot from you guys in the past month. I was trying to get this car going without having to post, but couldn't quite get it done. I need you guys. There is an emissions pipe installed, but looks to have been disconnected and not used for a long time. Maybe it was added later, then unused. I'm not sure.
