Would not crank, or, would crank and not run? Two completely different scenarios.

If the latter, likely culprits include DME relay, DME, and coil.

jump pins 30, 87 and 87B...you should hear your fuel pump running, if you do, try starting it. If it starts, you need a new DME relay.

DME relay, fuel pump, and distributor are most likely culprits if you are getting tach bounce.

Here what I know already the DME relay is new, I have fuel at the rail and no spark at the coil. so my guess is the DME or the coil I'm going to see if I have power to the DME and good signal from the sensors using the LED trick this afternoon.

I see they are calling for a high temp of -2 degF in Minot today. At what temperature does electricity just give up and refuse to flow?

Don't assume your DME relay is good just because it is new. It is the easiest thing to check, all you need is a paperclip to wrap around the terminals.

Electrons actually flow better at lower temperatures . Oil and spark are the tricky ones when it's cold.

Doh, that's right. As in cryogenic superconductors! All the same, I'll pass on Minot in the winter.
