Is there any common area's with the horn not working besides the ground for the ps rack? I have a brand new ground wire there, but still no horn.

I had a horn not work and after I looked at all the wiring connections, removed both horns and reinstalled them I realized that the factory steering wheel was the problem. There is a brass ring on the backside of the steering wheel which makes contact with a contact point on the steering column. On my car the black vinyl cover on the steering wheel had popped over the brass ring instead of being tucked behind it, and the steering column contact was rubbing on the vinyl instead of the brass ring. You will have to take the steering wheel off the car to check this. I think I figured it out by using a multimeter testing for the ground on the connecting tabs of the horn button on the steering wheel. There wasnt any ground and I knew there should be.

Mine stopped working after I reupholstered the steering wheel. If you pop off the horn pad (feels like you are going to break it when you pull it off but it wont) there are a few bolts with springs on them. Twist the bolts to see if one is loose. If one is, simply tighten it up and it should work.

The horn has a relay in the main electric box next to the brake booster under the hood. Standing over the electric box with the first row of relays closest to the fender, the horn relay is the third relay [silver] in the third row. Swap it with your fog light relay [same part] which is the first relay in the same [third] row to make sure your horn relay is actually working.
This is something you can easily rule out in less than 1 minute. Let us know how things turn out.
