Maybe I'm missing something, but is there any reason why people aren't just disconnector the actuator arm from the flap and then using some cheap wire to just hold the flap fully open? There is no pressure on it without the arm attached, so it really shouldn't need anything strong holding it open at that point.

I think the flaps are fully open by default so just disconnecting the vacuum source should accomplish what you are talking about.
